Can I use different widths on each side?

Yes. Turn off Uniform width and enter top, right, bottom, and left values separately, useful for polaroid-style frames.

Why enable inner fill?

Transparent PNGs show checkerboard gaps without a fill. Inner fill paints a solid color behind the image inside the border.

Does the border change image pixels?

Your original pixels are preserved. The tool expands the canvas and adds a colored frame around them.
